A mother will get flagged if all her kids are taken by CFS. If she walks into a hospital to give birth to another kid, the child is automatically taken away.
But that is so after the fact. Another baby in the system that CFS can't handle (which is why it is broken). We need to stop the same mothers from having the repetitive babies.
The fact that people don't have the common sense to know they are neglectful or abusive to their children is sad - this shouldn't be a debate. If you have to ask what constitutes neglect or abuse, you shouldn't have children, or pets, or anyone/anything that depends on you for their wellbeing.
