Well, GC, my advice to you is to try it out in Vancity (but perhaps stay out of the lounge where booze is served so the kids don't get exposed to that) and go from there. Have you been to Joey Tomatoes in Winnipeg? It's similar to that.
Unless Joey Tomatoes has changed, here is it is just called "Joeys"...which is different than the Joey Tomatoes I was at in Calgary.
However, the only reason I go to such establishments is if either the group is going (so not really a choice), and that's usually only for drinks. Otherwise I'm with GC and can't understand why people would go there for such overpriced meh food. I'll take a local one-of-a-kind restaurant any day.
I'm going to go out on a limb here, but I don't mind Earl's. They do fish better than just about anywhere else in town (meaning they leave the inside cool) and they do a better job on their wine list than most restaurants (they now have their own <a href=http://www.earls.ca/wine.asp>vineyards</a> in the Okanagan Valley). Their house beer is good and the grill crew actually knows what "rare" means when it comes to steak.<p>
My first choice will almost always be a local restaurant, but Earl's is a decent compromise if we can't settle on anywhere else. As far as chains go, I'll take Earl's over Kelsey's, Moxies or Joey's.

I've been to the one on (or near) Macleod Tr., and several in downtown Vancouver. This would be a great fit in downtown Winnipeg. Hopefully it will happen soon.

Even compared to some higher-quality restaurants I'd still give them a win on their wine list. Not only do they have some excellent house wines, they have a very reasonable markup (there are some absolute steals on their 'one price' list if you know where to look) and the wines rotate frequently. They support all sorts of BC wineries and their reserve list has some real gems on it. And they are one of the only restaurants in town to figure out that you sell more wine if you price it well and make lots of different wines available by the glass.<p>
They do fall short in their server training though, you have to speak to one of the managers if you want any serious help with the list. That's where the restaurants you named (esp. Provence and Mise) come through.

Joey's is Joey Tomatoes; they just shortened the name. I checked it out on their website. They are also planning to open a second Winnipeg location on Kenasten Blvd. Good to hear since I love their mediterranean cuisine, but I just wish they would take a chance on downtown like they did here in Edmonton. I think more upscale restaurants and night clubs would be a great addition to the MTS Centre and turn that whole area into a trendy downtown hangout alongside The Exchange district.
Downtown needs to be cleaned up. Too many scumbags hanging around....maybe opening trendy restaurants and nightclubs will do the trick. I remember when Norma Jeans first opened, they had a dress code and a $3.00 cover so they could keep undesirables out and it did work.

Didn't the Riverside Roxxy(sic) have the dress code and covercharge too? I seem to remember them being around at the same time as Norma Jeans.
