    Beats me. I'm still unsure of the motives of this agency for "advertising"; afterall, they're a monopoly.....

    A public service announcement is a far cry from an ad selling something. It is to deliver a message.

    A public service announcement can be done for NO COST.

    When you are buying advertising time/space, it becomes more than a PSA, it becomes advertising, which is "delivering a message"....

    They were cutting back in their core programs to pay for this for gawd sake.

    What did they want to say? Why did they want to say it? Why did they want to pay for something that they could get for free? Why were they spending money on this when they didn't have enough money to "save the children"?

    The communication manager is very likely the scapegoat. I'll bet he/she was merely doing what he/she was told.

    yeah .. but for the fact that they will..
    .. run an ad campaign to get a new one.. ( probably... 5k )
    .. also port internally for the job (Free... I hope free anyway... they do know email exists right?)
    .. spend 5-10K on lost productivity while doing interviews and reading resumes
    .. spend 5K deliberating the new hire
    .. at the end of it.. promote the second in command who was also part of approving the project in the first place.

    ( and then go through the fun of hiring his replacement.. all the way down to where they actually take a worker out of service to ensure the management positions are all filled....)

    net cost...4.732 zillion dollars...and 4 free coffee cups..

    It will be interesting to watch and see if the communications manager who resigned re-appears in another CFS or similar agency. Further to DeanK's comment, wonder if there was a severance package and how much??

    I thought the concept for the PSAs was a good one. Too bad it got caught up in the rest.
