If I had the money, I'd do an experiment: buy a wall and call it the "Grafitti Wall" and invite anyone to deface it, etc. I would hook up a web cam across the street and stick the whole thing up on a website for anyone to view the evolution of the wall. Hmmm... Maybe I should get one of those Manitoba Arts Council grant application forms...

edit: If someone has painted a on your wall and you paint over it, are you defacing the wall?

Canadian Tire store owners have fought city hall -- and won -- over a new graffiti-control bylaw restricting the way retailers display and sell spray paint.

I think one of the biggest problems isn't necessarily the "selling" of spray paint to minors, but the way it is displayed in stores. In the Liquidation World on Concordia, spray paint has always been kept on the shelves in the back (out of the way) corner. Anybody who really wanted some could walk in and shove a can in their clothing without being noticed. I'd be willing to bet that kids have shoplifted spray paint from there numerous times. Why pay for it when you can steal it and not have to answer to grown ups?

Great IDea, and you would most certainly get a Grant to do it.
  1.
So it will be illegal to sell the spray paint in Winnipeg! How about Selkirk, or better yet, I predict that the reserves will become a hotbed of illegal spray paint retailing!
Since I am retired, Y2F and myself are going into business together, as the grandfather's who shop for underage spray painters, for a premium of course!

What a useless law! We'll be phoning 911 to report kids at WalMart, Home Depot, Canadian Tire, trying to purchase paint.

I think that there is a by-law on the books, regarding not feeding horses on the milk route!!

Good to hear that you're going to tie up an emergency line thats supposed to be for life and death situations to report violations of a civic by-law.

Wouldn't 311 be better for reporting by-law infractions?

Check in with the Graffitti Gallery on Higgins. I think they have a wall you can use.
  4.
If any of you have a problem with graffitti on your property get some "TSW" for "this stuff works" it is amazing and it "does" work.
You spray it on (it's not a solvant) and the paint just wipes off with a rag. Anything the kids use such as paint marker sharpies, inks, spray paint will be reduced to nothing more than a runny liquid.
We use it at work and I haven't seen it defeated yet! Makes very quick work of it.
You have to order it in though. Google : this stuff works or TSW23

Be sure to wear a mask + gloves, it doesn't smell that bad but if you get some mist in your face you might not feel too good an hour later.
    cheers!

If you want to check out exactly what a whole building looks like when its owner refuses to clean it up even after repeated call after call after warning them that if they dont clean it up it will start a "tagging war".. head on over to 2099 Manitoba. Been trying to get the owner to clean it up since January, must be going on 10+ contacts with various representatives of the owner now each one higher up in the chain of command then the last. You know since the city tells us that we should clean it up within 24 hours so as to prevent more graffitti. At first the graffitti morons just targeted the doors.. then when they ran out of space they started targetting "hidden" walls. Then since no one was doing anything to stop them they got brazen and started spraying over the whole building even in the most visible walls. Then other morons started spraying over the original graffitti.. quite the sight to see. Just makes me shake my head and wonder why some people wont clean up their own property. Especially with such a city program that the city will give you free paint for removing graffitti..

Oh did I mention 2099 Manitoba is owned and managed by the city?

Does he really think this by-law will help deal with the issue? Its almost funny.'

Really how stupid can the Mayor really be?

Theere is only one way to deal with taggers. And calling the police is not the answer.

Propery owners need to deal with this on their own. Like the good old days.
  5.
The by law obviously won't stop graffitti, but at least its another tool.

Good for solid surfaces, but not for stucco. I just went out and bought some paint to cover up grafitti on the side of my house. The hoodlum responsible has been through the area and damaged private property for several blocks around.

apparently it works on stucco if you use a wire brush with it???? I figure all the guy was doing was scraping the "infected" stucco off.. but he swears it was mostly taking the paint away.

Tagging is art- leave it alone!
  7.
Tagging is vandalism - have them arrested!
