I think Mr C. has some archival pics of what was there before. I think it was tied into the Disraeli Freeway expansion as well. Some of the old postcards give a bit of a clue as to what was there. My Centennial book just talks about the great things to come of course.
It would have been a steam bath place as at that time all the heating came from the steam plant....there was only a couple of them left downtown just a few years ago...the one in Chinatown that burned down and Olaf's over at the old CPR building
The post card must be from 1913 or later since the Union Bank tower wasn't completed until then. Judging from the cars I would say 1920's.
One of those buildings across from city hall housed the Beacon theatre, Winnipeg's last (and possibly only) burlesque theatre. By stripper bar standards of today I think it may have been pretty tame, but who knows. Police headquarters wasn't that far away on Rupert St. I wonder how many city employees spent their lunch hour at a matinee?

don't know if this has been posted before, Main and Higgins view from the Alexandra Hotel, You can see the Starland and Rex off to the right, faintly. also, it looks like they are removing Streetcar tracks in the center, and there is a construction crew further down. I think it's from the Tribune archives, sorry I can't remember the source.
Think I want to start a Waffle business up, look at the sign to the building on the right by the bank. And it's still there! I would love to that sign out front "Waffle"! All you need to know.
