    But do rural municipalities pay for the upkeep of provincial highways that Winnipeggers use to go out of the city? As far as I knew it was provincial taxes that upkept them, so therefore there RMs have no jurisdiction to set up a toll. Sure they could set something up to enter their towns, but that would probably drive away anyone from afar.

    On the other hand, Winnipeggers have to pay to upkeep our roads. So for me it makes more sense.

    Interesting column by Lett regarding the business climate in Winnipeg.

    "Far from having an economy unattractive to investors, Manitoba's before- and after-tax profitability ranks among the best in the nation; its costs and taxation levels are among the lowest," Hudson wrote. "Far from the sky falling, these have been sunny days for Manitoba business, a fact that, unsurprisingly, rarely comes up when they are lobbying for continued tax cuts."

    That is not to say some companies would not leap at the opportunity to take advantage of Winnipeg's cost advantage. The KPMG report showed that we are particularly affordable for businesses involved in medical device manufacturing, biomedical research and development, clinical trials management and electronic systems development and testing. These represent any of the value-added qualities desired for the province's economy.

    However, those companies would likely look just as much or more at the type of city to which they were moving, and not just
    the costs of doing business. Corporate recruiters have always conceded that the 'feel' of a community ¬ -- how it looks, how
    well it works as an urban centre, the kind of amenities available -- plays an important role in relocation decisions.

    Rather than continue the tiresome debate about which province has the lowest corporate income taxes, the city and province would be well-advised to start beyond tinkering with tax levels to policies and projects that would draw jobs to Winnipeg.

    Seriously though, Lett is right. And that strategy basically captures the Murray mayoralty in a nutshell, and how Katz has diverged from that path (whether you agree with him or not) - the recognition that low taxes and few potholes alone won't make your city a winner. You need to make a city interesting and attractive to mobile professionals who can go anywere they choose.

    Man, I am SO all for those things. Especially football and babes. Especially ones that live in glass towers, and maybe they can drive the LRT's!

    Long term jobs in growth industries are tending to move to areas that have once been havens for educated, creative and mobile under-35s, bringing about positive growth for those cities.

    While Richard Florida isn't the be-all, end-all on the subject, his writings on this "creative class" are well worth reading in order to understand how post-industrial cities are shaped and in turn are shaping national and international economies.

    This business about cutting the business tax is a total farce. Our community centre has just been dinged for an $335 licence fee. Truly, this is a 68% increase over last year's $200 fee. This is an "IMPROVEMENT". The notice was just received and has to be paid by the end of the month. I'm really shocked. I thought that when our business licence renewal didn't arrive in May that it was a direct result of the city's cut in business licence fees. But what has replaced it is much more expensive and very sneaky.

    Just out of curiosity, was there any upgrades recently down that would have affected the license? I'm wondering if they found a way to make an increase through the license using such a factor...

    No improvements. Just a change in criteria. They gave it a new name, but it is exactly the same thing, only way more expensive!

    NE, is this the thing about running a canteen? We got one where I'm at as well.

    Yes. The fee is for a licence to operate a canteen, which serves food. It doesn't matter if the food is offered at no cost. I suppose harvest must also have to pay the fee.

    You gotta love lower business taxes and a higher license fee.

    I love the administration saying "We are closing the wading pools" - followed by the politicos saying "Oh no were are not" We'll find $500,000 to keep them open two more weeks. Come August 15th every year, they play that like clockwork.

    My company pays business taxes and I receive jack-sh!t........................

    I also pay tons of property tax on the commercial building I own.

    They take one garbage bag a week and barely clean the lane in the winter. I have also spent $1500 on gravel in the lane cuz Public Works has no money to repair the lane. I also had to plant grass seed on the blvd. It was mud for years. City has no money.

    WOW.....52 bags of garbage for $8500.00 a year in property taxes.

    The curb in front has been broken for 4 years and 25 emails to Gord Steves....NOTHING!

    Maybe the new hotel tax will help lower the business tax anyways.
